Whats the meaning of this quote?

The speaker is actually defending the subject (Caesar) as well as accusing him. He calls Caesar a wolf, or a prowler, but it is not entirely his fault that he has become a beast. The blame also falls on the other Romans who refuse to act themselves and just wait for someone to lead them. If the Romans had not been so timid, they would not have needed an emperor to come in and take charge.
