My new gas meter says I've used 80 meters cubed of gas, is that at atmospheric pressure or at supply pressure?

Most gas meters measure at flowing temperature and pressure but the result is converted to standard volumes at atmospheric pressure and an agreed to temperature. In the US it is 14.7 psia and 60 degs F.
